Blackburn, Thomas Henry, Bishop of the Brigham City 2nd Ward, Box Elder Stake, from 1904 to 1922, was born June 8, 1856, in Branstone, Staffordshire, England, the son of Joseph Blackburn and Ann Bark.

He was baptized June 8, 1864, by his father, ordained a High Priest Sept. 4, 1892, by Rudger Clawson, and ordained a Bishop Aug. 23, 1904, by Rudger Clawson.
